To make the cheats available you have to start the game with this
parameter:

kingpin.exe +developer 1

Alternatively you can edit the file Kingpin\Main\Autoexec.cfg and put

set developer 1

as first row.

The game starts now with the debug mode, just hit [Esc] to start the
game. In the game bring up the hud and type in the following codes,
confirm with [Enter] and close the hud.

immortal enable god mode (invincibility)
noclip enable flying and walking through walls
notarget you are invisible
extracrispy all enemies on the screen burn
togglecam cam a la Lara
quit quits game without confirmation
use jet pack n use 'give jet pack' first, then jump/duck to fly
give all gives all health, weapons, and ammo
give item_name gives item specified. Item_name can be: battery, coil,
watch, key, ...
give ammo gives a full load of all ammo
give armor gives 100% level-3 armor
give bullets x gives x bullets, or 20 if no number specified
give 308cal x gives x 208cal bullets for the HMG, or 30 if no number
specified
give cash x gives the amount x of cash
give gas x gives x units of flamethrower gas, or 50 if no number
specified
give grenades x gives x grenades, or 3 if no number specified
give health x gives x units of health, or full health if no number
specified (max 999)
give mods gives pistol and sniper rifle silencer upgrade. may have
to hide / unhide the sniper rifle and / or give weapons;
give ammo; give mods for it to work.
give rockets x gives x rockets, or 5 if no number specified
give shells x gives x shotgun shells, or 10 shells if no number
specified
give weapons gives all weapons
give weapon_name gives weapon specified. weapon_name can be: crowbar,
pistol, shotgun, tommygun, heavy machinegun, grenade
launcher, bazooka, flamethrower

How To Cheat With Less Chance of Screwing Up the Sequences

You may have read here or somewhere else to add the line "set developer 1"
to your Kingpin/Main/autoexec.cfg to enable the tilde key (~) to open the
console, and thereby allow you to cheat by typing in special words (below).
The problem is, this also tends to screw up the game sequence. Triggered
events, like the train that leaves after you kill the first miniboss, may
not be triggered if the developer variable is set to "1".

Fortunately, not all of the game is triggered. Much of it is just good old
wanton destruction, for which cheats like 'god mode' and 'give all' come in
very handy. The trick is to only cheat when you need it, and never cheat
near the end of a level (it helps to have already been through the level, or
know about it, i.e. from a Walkthru). Also avoid saving a game with cheats
enabled.

So how do you enable cheats sometimes? Edit the same file (autoexec.cfg),
and add these lines:

bind x "developer 1"
bind y "developer 0"

You can change 'x' and 'y' to any keys you like. Make SURE you change them
before adding this to your autoexec.cfg if you use the 'x' or 'y' keys for
something else. This will allow to you press a key ('x') to enable cheats,
and another key ('y'), to turn them back off again before you finish a
level.

The hardcore cheater can get even fancier and set up binds for the cheat
codes also, or for combinations. Here's a set of binds for the most useful
cheats, make sure you change the keys from 'x', 'y', 'z', etc. to different
keys that you're not already using:

bind x "developer 1"
bind y "developer 0"
bind z noclip
bind a immortal
bind b notarget
bind c give all
